Do they solve customs relations?

Since February 1, 2021, the system of dispatching customs declarations has officially started functioning in the customs authorities of the Russian Federation. This innovation is part of the concept for the reform of customs authorities related to the creation of large electronic declaration centers (CED) instead of a large number of small customs posts and customs clearance departments.

The main principle of dispatching the system is the automatic distribution of customs declarations between different customs authorities (CED) according to the specified criteria: the category of goods, the type of transport, the place of tax registration of the declarant, the workload of customs authorities, etc. According to the Federal Customs Service of Russia, dispatching affects a small percentage of the total array of customs declarations so far, but in the future it is planned to expand the system after updating the software.

In practice, a foreign trade participant may face a situation when a declaration submitted to one customs authority is redirected to another corner of the country for verification and making a decision on release. The introduction of dispatching primarily painfully affects the interests of foreign trade participants who have worked or are working with customs officers in a "close connection". It becomes impossible to" negotiate " with customs. For bona fide participants of foreign trade, digitalization of customs work will only simplify the issue of registration and issuance of declarations.

Considering the issue of reforming the customs authorities, it is also impossible not to note the problem of the personnel issue in the customs. The fact is that many experienced employees have left the service recently, and not only the quality of control, but also the speed of decision-making depends on the qualification of an official. There is a shortage of personnel in many customs authorities. In addition, remote formats of work are being introduced through connecting officials from the regions to the databases of the largest CED (an inspector from the Urals can make a decision on the release of cargo from Moscow). As a result, many foreign trade participants face unprofessionalism and delays in the release of goods.
