Notification on paper. How long!?

One of the priority directions of the development of the Russian Federation at present is the formation of the "digital economy". Having a significant impact on the development of the economy, digital technologies ensure the transformation of all spheres of life of society and the state as a whole.
To this end, Russia has adopted a corresponding national program. One of the objectives of this program is the introduction of digital technologies and platform solutions in the areas of public administration and the provision of public services, including in the interests of the population and small and medium-sized businesses.
Assessing the activities of the state authorities of the Russian Federation, it should be recognized that in recent years their work actually bears a pronounced shade of "digitalization". The development of IT infrastructure has actually made many public services accessible and convenient, allowing citizens and legal entities to avoid unnecessary bureaucracy.
Against this background, it is both surprising and disappointing that some public services have remained aloof from the general trend.
One of such painful issues for the sphere of foreign economic activity is the issue of notification registration.
Submission of documents for notification registration in Russia is possible only on paper. In this regard, it becomes even more insulting from the fact that, for example, in Kazakhstan, as a member state of the EAEU, notification registration has long been carried out through electronic document management.
A particular inconvenience in the notification registration procedure was introduced by the pandemic, due to the restrictions and requirements imposed to reduce face-to-face contacts between citizens and officials.
If in the "pre-pandemic" times it was possible to purposely transfer a package of documents for registration of notification, realizing that within 10 working days there is a chance to receive the necessary document, now documents for registration of notification are accepted only by Russian post. Moreover, the documents of the Central Security Service of the FSB are sent only through the central office of the FSB of Russia (lUbyanka).
Currently, the actual period of notification processing, taking into account the time of mailing, takes about a month.
If you have received a refusal, then it is delivered by the courier service, which is completely absurd (to describe in more detail).
At the same time, according to the government's order on improving customs administration from 2012, by 2018 the deadline for preparing documents necessary for passing all procedures related to the movement of goods across the border by 2018 is 7 days, respectively.
It is not entirely clear what caused the reluctance of officials to introduce electronic document management for notification registration, but the situation we have described clearly illustrates the importance of the need for the widespread introduction of electronic document management in the provision of public services.
